L5 Outcome-verified means a quantified outcome — baseline → after — with two attestations and a private evidence-vault data source.
Evidence required
- Four atoms: metric definition, baseline, post-value, measurement window
- Provider attestation of causation
- Client attestation of the number and the attribution
- Data source held privately in the evidence vault
Decay rule
Twelve-month decay. Renewal requires fresh evidence; renewed records carry a new last-verified date.
